During the past year, while we experienced the pandemic and shut-down, it has become even more obvious how important these pillars are to the Owen J. Roberts School District, Chester County and State of PA.
This past year, virtual schooling was proven to be inadequate, but when given the opportunity to return 4 days a week, only 52% of our high school students received in-person education. In-person learning is even more critical for our Special Education students. Data/test scores are only now emerging to reveal the results of the past 1 ½ school years. During the past year, the Board faced hard questions such as why OJR in Chester County could not offer full in-person learning to those who wanted it (almost 2/3 by an early survey), while OJR’s neighbor Twin Valley in Chester/Berks County stayed open for its students. The School Board must continue to make sure our students are being taught in-person in our public schools, with the best most effective curriculum. That said, OJR must also be prepared with a Cyber learning solution that is competitive and comprehensive, both for families that now prefer this option post-Covid and in the event of future extended shut-downs. Charter School expenditures for District students who chose to attend a non-OJR charter school are projected at $3.9 Mil for the 2020-21 school year. Thus, a Cyber-school solution is a critical financial issue as well, when COVID monies run out. The School Board must work diligently to ensure effective programs, but it must do so in a manner that balances costs while producing the best outcomes for our students and the entire community, including our senior citizens.
School Board Experience & Background:
Heather’s experience as a prior OJR School Board member (2015-19), working mother, attorney familiar with special ed law, advocate, and community volunteer will be an asset to the District as we recover from Covid -19 and work to address our critical education needs. She has a Master’s Degree from Penn State in Health Policy and Administration, and can ensure OJR is vigilant and appropriate with public health compliance and safety, but always with the goal of keeping our children in our schools. She led the establishment of and chaired the Pupil Services and Special Education Committee and the Technology Committee while on the Board, and these areas are even more crucial now. Children who have lost so much must be a priority. This drives her urgency to help all children, college or career-bound, to achieve their highest potential.
During her prior School Board service, she focused on the establishment of transparent goal setting for the District with input from all stakeholders: parents, students, district staff and the community. She is a champion for transparency in communication and decision-making which she views as critical to establishing an environment of trust between the School Board, Administration, and the Community. Finally, Heather is a strong supporter of best practice reviews as a means to achieving excellence in education and in other key areas of the District's operations.
THE FUTURE OF OJR: The new Board will have the privilege and exciting opportunity of working with a new superintendent to shape the future of the OJR School District. And yet, the Board will also be facing the continuing challenges in the changing world of Public Education such as Educational Equity, support for Charter School Reform and the question of Fair Funding. As per OJR SB Policy 011: “PA School Boards are committed to providing every student the opportunity to grow and achieve. The actions taken by the board ultimately have both short and long-term impact in the classroom. Therefore, school directors collectively and individually will…. ADVOCATE EARNESTLY: Promote public education as a keystone of democracy, engage the community by seeking input, building support networks, and generating action, and champion public education by engaging members of local, state and federal legislative bodies…”

Why She is Your Qualified Candidate: Heather an OJR alumni (1983 valedictorian), as are her children, Sarah Hampton (2015) & Claire Hampton (2017); she has also been active in Community service, including Kiwanis, PTA, OJR Athletic Association & church; Committeeperson for 22 years & Vice-Chair of Area 4, former Township Auditor; served on Eastern PA UM Conf. Board of Pensions-Health Benefits; Founded & Current Advisor of OJR HS Mock Trial Club; established the HS Model UN Club; Founding-Current Member of CATS committee, a new community extension of OJRHS PTSA, and a long-time Vacation Bible School Director at her church Coventryville United Methodist Church.
